Will twitter suck if people are segregated based on regions??

I was reading Twitter’s blog (http://blog.twitter.com/) the other day and I came to know that Twitter’s Japanese service is supported by advertising. (twitter.jp)
One is a new book about Twitter being released in Japan, another is an automotive news service built on Twitter and sponsored by Toyota.
Now my questions to Twitter users is -
Will Twitter suck if all the people (twitter users) were segregated based on regions?
I personally feel this should not happen. I mean isn’t tweeting more about sharing ideas from people all over … I think that is twitter’s real strength.
